Alabama senator blocks Tester's popular sportsmen bill over budget issue

Republican Sen. Jeff Sessions is so determined to crack down on federal spending that he’s blocking legislation he supports to make a larger point about the budget.
The bill in question, the Sportsmen’s Act authored by Democratic Sen. Jon Tester of Montana, is popular with hunters, outdoorsmen of both parties and the National Rifle Association. Sessions’ opposition represents an interesting twist to his self-appointed role as a stickler for the sometimes arcane rules of the budget process.
The bill would increase hunters’ access to public land, among other things. Sessions, the ranking Republican on the Senate Budget Committee, said it would spend $14 million a year over a limit Congress set in 2011 as part of a deal to raise the nation’s debt ceiling.VIEW ORIGINAL ARTICLE
