Mark Squillace comments on the Final Planning Rule. While he finds important changes regarding the protection of water quality, the restoration of riparian areas, and the "use" of best available science in the planning process, other areas are lacking, including the rules addressing the diversity of plant and animal communities, and monitoring evaluation reports.
